How to fix it

1. For a network share: see 0x80070035 below and check the share permissions.
2. For a ZIP file: extract it with 7-Zip instead of Windows.
3. For Windows Update: reset its components.
4. Open Command Prompt as administrator (search "cmd", right-click, Run as administrator).
5. Run: DISM /Online /Cleanup-Image /RestoreHealth and wait for it to finish (it can sit at 20% for a while).
6. Then run: sfc /scannow
7. Restart the PC.

Is it serious?

The fix depends on what you were doing when it appeared.
