Windows Update cannot reach Microsoft's servers. A proxy, DNS or firewall setting is in the way.

How to fix it

1. Check other websites load normally.
2. Turn off any proxy: Settings > Network & internet > Proxy, and turn off "Use a proxy server".
3. In Command Prompt as administrator run: netsh winhttp reset proxy, then ipconfig /flushdns
4. If the PC is on a company network, Windows Update may be controlled by WSUS or Intune: ask IT.
